This consultation has closed. A decision was made at the Cabinet meeting on 26th February 2025 to adopt the new social housing allocation policy as consulted upon except for the proposed changes to the income and saving levels. With respect to savings and income levels, it was agreed to retain the saving limit of the current policy and suspend the income qualifications for 2025/26. The effects of the proposed savings and income levels will be modelled during 2025/26 and officers will return to Cabinet no later than May 2026 with findings and proposals.
A report on the results and outcomes of the consultation is available on the right.
The updated Housing Allocations Policy will be made available on the Housing page of the council website in due course.
Having a safe and secure home is fundamental to a person’s wellbeing. For many people in need of affordable and stable rented housing in RBWM, social housing is one of the few options open to them. However, there is a shortage of social housing in the borough and across the UK. The Allocations Scheme is used by the council to decide how to use the limited social housing available.
The current scheme was created in 2018. We hope to be able to introduce a new allocation scheme in the Spring of 2025. We are proposing some changes that we believe will make the scheme clearer and fairer. We would like to know what you think.
We are proposing to make changes around:
How long applicants must have lived in the borough to be eligible for social housing
Types of unacceptable behaviour which may exclude people from the register
Maximum income levels to be eligible for social housing
Considerations for care leavers
Definitions of the housing register bands
Considerations for homeless households
Prioritisation of those who make a community contribution (Undertake qualifying paid work)
Why are we consulting?
By listening to residents, particularly those who have experience of living in or applying for social housing, we can make better decisions about how to use the available social housing. We are also consulting with housing partners and other stakeholders. The feedback we receive in this consultation will help us to develop the allocation scheme.
This consultation is open until 16th January 2025 and the results will be published on the RBWM Together Consultations page within 8 weeks of the consultation closing.
