Background

The junction on St. Leonard's Road, at the entrance to Stag Meadow and Windsor Cemetery, is a vital local spot that is often busy with people making local trips, school journeys and accessing the Great Park.

Residents have raised concerns about the safety of crossing St. Leonard's Road near Stag Meadow, as well as the side road at the entrance, which currently forms a wide junction. Our goal is to make the route safer for school children – and indeed everyone by improving crossings, introducing spaces for cycling and simplifying the junction.

This initiative is also part of a larger effort to enhance walking and cycling infrastructure, connecting the River Thames to Windsor Great Park. The scheme aims to create a cleaner, greener, and safer street for residents to walk, cycle, and move around the area. It also includes plans for green spaces with areas to rest and enjoy.

We would love to hear your thoughts on the proposed improvements for the junction.

What is being proposed?

This project will include:

  • New pedestrian crossing across St. Leonard's Road.

  • Narrower junction with a 'Copenhagen' style continuous footway at the entrance to Stag Meadow, reducing vehicle speeds and supporting the recent Highway Code update which gives priority to pedestrians crossing side roads while still retaining access for all vehicles. The narrowing of the Stag Meadow junction is also needed to create enough space between it and the Bulkeley Avenue junction to locate the new crossing.

  • New public square with planting and seating

  • Relocating, but re-providing nearby, some parking and bus stops.

Why are these changes needed?

Residents have raised concerns about the safety of crossing St. Leonard's Road near Stag Meadow, as well as the side road at the entrance, which currently forms a wide junction. Additionally, there are issues like double parking near the shops creating blind spots and the wide junction allows vehicles to turn at speed, thereby increasing the risk of accidents.

How will the improvements be paid for?

Whilst the council continues to face very substantial financial pressures on its day-to-day spending, this project is being funded separately from external grants and developer contributions which must be used for new infrastructure. With this project, we are targeting this ringfenced funding at making an improvement that residents have asked for and that builds towards the council’s long-term plan for cleaner, greener, safer streets.
