Home Energy Grants

The council is keen to support residents to improve the energy efficiency of properties and, in doing so, reduce carbon emissions. The council will run schemes, which are funded by government grants or utility provider levy’s, to install energy efficiency measures on eligible households.

Current Schemes

The Royal Borough of Windsor & Maidenhead is currently supporting two schemes aimed at low-income households with homes that are difficult to keep warm.

Both schemes can help eligible homeowners, private tenants and landlords to improve the energy efficiency of their homes while reducing their energy costs and carbon footprint for free. If you are a landlord, you must have a maximum of four properties.

A survey will identify which scheme, and the possible upgrades are suitable for your home. This will include a free updated Energy Performance Certificate (EPC) assessment.

If eligible, you may be offered one or more of the below installations:

  • Insulation and ventilation upgrades to keep you warm in winter and cool in summer.
  • A low carbon upgrade to your current heating system.
  • Heating controls which make sure you only use heat when you need it.
  • An energy efficient hot water upgrade to keep your water warm for longer.
  • Solar panels to generate electricity on sunny days.
  • LED lighting which has low running costs.

ECO4 & ECO4 Flex: Energy Support for RBWM Residents

The deadline for applications for the Energy Company Obligation Scheme Flex Phase 4 (ECO4) is Tuesday 31 March 2026.

We recommend you apply as soon as possible to improve the likelihood of receiving support before the scheme end.

WHAT IS ECO4?

The Energy Company Obligation (ECO4) is an obligatory levy the government has imposed on energy companies to ensure they help households save energy, cut bills and stay warm.

You may be eligible if you:

  • Live in a home with poor energy efficiency (EPC rating D–G).
  • Receive certain benefits or are on lower incomes.
  • Struggle with high energy bills or keeping their home warm.

Upgrades could include:

  • Loft, cavity wall or solid wall insulation
  • Heating upgrades (including renewable options)
  • Solar panels and other low-carbon measures

WHAT IS ECO4 FLEX?

ECO4 Flex allows RBWM to refer residents who don’t receive benefits but still need help. This makes the scheme available to more households at risk of fuel poverty.

There are four flex routes you may qualify under:

Flex Route 1 – Income

Total household income £31,000 or less per year, and your home has an EPC rating of D, E, F G.

Flex Route 2 – NHS Referrals

If you have been identified as having a long-term health condition worsened by living in a cold home, such as:

  • Respiratory illness (e.g. asthma, COPD)
  • Cardiovascular disease
  • Limited mobility or disability
  • Mental health conditions

Flex Route 3 – Local Authority Referral

RBWM identifies your household as at risk of fuel poverty, for example if you:

  • Struggle with high energy bills
  • Spend a large share of income on heating
  • Live in a cold, damp, or inefficient home.

Flex Route 4 – Bespoke Projects

Used in special cases, where the Council works with suppliers to target specific groups of residents who need support.

HOW TO APPLY

Check if you qualify

  • If on benefits → speak to your energy supplier about ECO4 or contact any energy supplier which is shown on this link as running ECO.
  • If not on benefits but on a low income or with health needs, contact Better Housing Better Health (details below)


SURVEY & APPLICATION

A pre-vetted installer will carry out a free home energy survey.

  • They submit the application on your behalf.

Install energy efficiency measures

  • If you application satisfies eligibility requirements, you can go ahead with having the appropriate measures installed for free.

The council has partnered with charity, the National Energy Foundation (NEF), who will administer the scheme with a framework of local installers.

Warm Homes

The Warm Homes grant will be running until March 2028.

Warm Homes is a government-funded scheme designed to help households make their homes warmer, healthier, and cheaper to run.

This scheme is similar to the Energy Company Obligation (ECO4), which local councils (including RBWM) deliver in partnership with trusted installers.

Through Warm Homes, eligible households in RBWM can access free or heavily subsidised home improvements, such as:

  • Loft, cavity wall, underfloor or solid wall insulation
  • Low-carbon heating systems (e.g. air source heat pumps)
  • Solar panels and renewable energy technologies
  • Draught-proofing and energy-efficient windows or doors
  • Smart heating controls and energy-saving measures

WHO CAN APPLY?

To be eligible, your home must:

  • Be privately owned (either by you or your landlord)
  • Have an Energy Performance Certificate (EPC) of D, E, F or G – if you do not know your home’s EPC, you can find it out when you apply
  • Your household income must usually be £36,000 a year or less. If you earn more than that, you might still be eligible if someone in your household is getting certain benefits

Assessment – a qualified assessor will check your home’s energy performance.

Installation – approved installers will complete the works at little or no cost to you.
