The Royal Borough is preparing a Parking Supplementary Planning Document (SPD) in accordance with Borough Local Plan requirements.
The current Royal Borough parking standards date from 2004 and do not reflect the shift to more active and sustainable modes of travel.
The aim of the Parking SPD will be to ensure that car parking in new developments, including all new residential and non-residential (retail, employment etc.) developments, meets the needs of users, promotes safe, pleasant streets and widens travel choice. It is important to note that the SPD will not retrospectively affect parking requirements in existing developments.
Having appropriate numbers and types of parking spaces in new developments can encourage people to walk or cycle more for shorter journeys rather than using their cars. This has benefits for the environment, for people’s health and wellbeing and for the pleasantness of the area, supporting the council’s commitment to a cleaner and greener borough.

Following an early engagement survey at the beginning of the year,the community to is invited to take part in a public consultation on the draft Parking Supplementary Planning Document (SPD).
The draft SPD provides guidance on parking provision for all types of new development within the Borough. It sets out how parking standards will be divided into four zones, reflecting:
Accessibility
Connectedness to the strategic transport network, and
Availability of public transport.
The standards are not expressed as minimum or maximumstandards and would be applied flexibly in order to consider local circumstances. The SPD also provides guidance on matters such as cycle parking, motorcycle parking, visitor parking and disabled parking.
The consultation will run for six weeks from Monday 20th October 2025 until 11:59pm on Sunday 30th November 2025.
